Although this still falls short of the strategy’s yearly target of 3,000 non-market units, the City notes that it has nearly reached its three-year Housing Accelerator Fund target in just one year.

More than just building volume, Calgary is also working to diversify its housing types. Rowhouses, townhomes, and similar low-density options now represent 43% of all development permit applications for low-density housing, up from 28% the year before. Secondary suites are also growing in popularity, with 5,000 new units registered in 2024, up from fewer than 3,000 the previous year.

When it comes to new construction, Calgary continues to lead nationally. In 2024, it recorded the highest housing starts per capita in the country, with over 20,000 new units. That momentum has carried into 2025, with Calgary responsible for over half of Alberta’s housing starts in the first quarter alone.

Still, challenges remain. Calgary continues to grow at a rapid pace. Although supply is increasing, demand is outpacing it, especially in the non-market housing segment.
